EMPLOYMENT & SKILLS IN THE RODNEY DISTRICT

Extracts from this research (presented below) show a snapshot of issues concerning employment demand in the Rodney District.

The research was commissioned by Work and Income Auckland, in association with the Rodney District Council and the Rodney Economic Development Trust. The research was also funded by Work and Income Auckland in association with the Labour Market Dynamics Research Programme, which is funded by the New Zealand Foundation for Research, Science and Technology.

Rodney’s rate of population growth for the decade compares with population grown of 10.8% for the whole of New Zealand, and is significantly higher than that in other territorial authority areas in the Auckland region, as shown on the table below. The population of Rodney District is projected to grow 53% between 2001 and 2021 if past growth rates are sustained. This population expansion provides an indication of the number of new jobs required to ensure that residents are able to obtain employment within the district.

RODNEY DISTRICT COUNCIL INITIATIVES
The Rodney District Council has developed an economic strategy for the district, outlined in a report entitled ‘A living Vision for Rodney’s Economy – Jobs, Wealth and a Sustainable District’. Key employment targets to be achieved by 2010 are to create 5,000 new jobs in the district. A goal to be achieved by 2006 is to have at least 60% of the workforce employed within the district. The strategy incorporates initiatives in the growth sectors of tourism, bio-business, manufacturing and commerce, forestry and quarrying, education and training, and community life, as well as a number of specific industry projects.

Outlined in the ‘Vision Rodney’ document (2003), the Council has recently completed an extensive consultation process with the residents of Rodney concerning their vision and aspirations for the future of the district. Key aspirations include maintaining a relaxed outdoor lifestyle, keeping the rural feel and greenbelts intact, retaining distinctive towns, villages and communities, avoiding urban sprawl, caring for the environment and being able to make a living within the district.

Employers will be encouraged to voluntarily contribute to workers' savings funds in the Government's KiwiSaver scheme, announced in Budget 2005.  Details of this, including how much an employer would contribute and whether it was decided by him/her or by negotiations with staff, are being fleshed out by officials in the Minister of Finance's office.

Employers will be required to deduct savings from their staff's pay in KiwiSaver, starting on April 1st 2007 and forward these to Inland Revenue, where it will be held for eight weeks, during which the employee can seek financial advice and select a fund provider.  People who have saved in the scheme for three years will be eligible for Government money for a deposit to buy a first home to live in.  The Government will give every person $1,000 when they first enrol in KiwiSaver.

Deprivation on the Hibiscus Coast?
If deprivation was measured in Celsius, the Hibiscus Coast would read positively cool, almost icy.

In the latest release of the publication 'Degrees of Deprivation in New Zealand', the Hibiscus Coast data collected on census night 2003 shows a mere 186 people in Rodney to be the most deprived, with a sharp climb to 17,610 to be the least deprived.

Even though the figures show a positively well-off populace, single, working parent and eastern ward councillor Gaye Harding believes there are still a large numbers of single-parent families on the Hibiscus Coast struggling to live. She says working mums and dads are worse off than those who don't work and rely on benefits.

  • 110,000 businesses (35% of NZ enterprises)

  • rural Auckland produces 40% of the country's fresh vegetables and a significant percent of fresh milk
  • 73% of NZ imports come through Aucland's ports
  • 40% of exports leave through Auckland ports
  • the Auckland region's population is projected to reach 2 million by 2050
  • the region is running of available land
  • traffice congestion is a major concern
