Myth that small businesses
fail after a couple of years
A new research project shows at least 77.6% of NZ small and
medium enterprises were still surviving at the seven-year
cut-off point in a recent study of 1511 participants. The report
is titled ‘Seven Years and Still Trading: Exploding the high SME
mortality myth”, by David Tweed, a research associate of the NZ
Centre for SME Research based at Massey University in Welling
and Judy McGregor, Equal Employment Opportunities Commissioner.
Research on small business failure to date suggests a
preoccupation with helping struggling small businesses to
survive at the expense of promoting best practice and
transferring growth strategies among small businesses so they
can succeed. The report says the main reason failure estimates
have been wrong is researchers have not tried hard enough to
find SMEs. This study used six methods: Internet search, phone
book search, telephone call, companies register search, a paper
based survey posted to a named owner of the business then posted
to ‘the owner/manager’ of the business. Each method turned up
more businesses and SMEs are defined as having fewer than 100
employees; but 69.8% of the sample employed fewer than five full
time equivalent staff, 29.1% employed five to 49 and 1.1%
employed more than 50
World
Bank Survey
A World Bank survey
rates NZ as the easiest place of 155 countries to do
business - Australia was sixth. NZ ranked first in the
property registration, second in licensing, fourth for
starting a business and for ease of hiring and firing,
and seventh in getting credit.
Business tax review
timetable
The government will release its Business Tax Review proposals
for consultation by mid June 2006 at the latest, finance
minister Michael Cullen and revenue minister Peter Dunne, say.
“Although the scope of the review is still being considered, we
envisage some very bold measures emerging. It will not be a
matter of tinkering with the tax rules,” the ministers say.
The review is a key part of the post-election confidence and
supply agreements with United Future and NZ First and is aimed
at giving better incentives for productivity gains and improved
competitiveness with Australia. Dunne says even though the
slowing economy presented challenges for tax reform, the need to
remain very competitive with NZ’s biggest trading partner,
Australia, made it essential the process be wide-ranging and
timely.
Online Patent Work
Clients can now submit all their trademarks, patents and
design correspondence, online, to the Intellectual Property
Office of NZ (IPONZ), and pay online for correspondence
requiring fees. This is an extension to online trademark
correspondence released in January. Only registered users
of the IPONZ website can access the online correspondence
facility.

Employers will be encouraged to contribute to workers’
savings funds in the Governemnt’s KiwiSaver scheme,
announced in Budget 2005. Inland Revenue will manage the
accounts and workers have to opt out if they don’t want to
take part. A bill is being drafted with the fine detail.

ACC Offers Discounts
A 10% levy discount is being offered
to small businesses and self-employed people in five industries,
in an initiative from the ACC, starting during the April 2006-07
year. To improve health and safety practices the scheme is
aimed at recognising businesses managing workplace hazards.
About 90% of businesses are classified as small. More than half
the total claims for all workplace injuries are from someone
working in a small business. Practical resources will be
provided for operators who often don't have access to the same
safety management resources as larger enterprises. Of greater
concern is the estimated 1800 business owners per year who close
their business as a consequence of workplace injury. ACC are
targeting the industries where most of the injuries are
concentrated, and it won't take much of a reduction to make the
exercise worthwhile for all parties.

recently launched NZ Business Consultation website
www.businessconsultation.co.nz which has been set up by the
Ministry of Economic Development to provide the opportunity for
business owners, operators and people interested in business to
express their opinions on proposed existing government
regulations. The website will also notify people on the
database of relevant public consultation documents. The
ministry has been looking at ways to improve consultation with
small businesses for some time, and saw a similar database in
the UK which was successful.
Life after a Business
Sale
The sale of a small to medium size
business will normally occur in one of three ways. It will be
the result of a planned exit strategy or marketing initiative, a
surprise to the owner following an unsolicited offer from a
buyer or following a forced sale following ill health. Very
often the vendor is approaching retirement and the sale price,
which represents the total of his available capital, will
determine his future lifestyle. The realistic options for the
person after selling their business are either to buy a
commercial property, or to invest the funds in interest bearing
securities. Where the capital sum is less than $1 million it is
generally true that an investment portfolio is going to prove
easier to manage and be more rewarding than a commercial

Rodney residents are more than
satisfied with the good life they have here in Rodney. In
fact, they are the most satisfied people in New Zealand.
Quality of Life 2004 survey results show Rodney scoring 91 per
cent, at the top of the list of 12 urban centres in New
Zealand, when it comes to satisfaction with their quality of
life. The survey was carried out by the 12 urban areas in
conjunction with the Ministry of Social Development, with 524
Rodney residents taking part.
Over 90 per cent of those surveyed in Rodney professed to feel
safe and with a sense of freedom from crime in their
neighbourhoods after dark.
Rodney topped the poll for having a sense of community and
came second to Tauranga in considering litter lying on the
street not to be a problem.
Rodney Mayor John Law says Rodney is a great place to live and
more and more people are waking up to the fact.
"Rodney
is the fastest-growing district or city in the survey," he says.
"This has created a huge challenge as council struggles to put
in place the necessary infrastructure for growth."
On the downside, 80 per cent of Rodney participants said they
found it difficult to visit their GP when they
wanted to. Mr Law says the zoning of land for a medical centre
in Silverdale and an upgrade of the Wellsford Medical Centre
would help alleviate this problem.
Two other gripes Rodney residents have are the lack of public
transport - 66 per cent said they hadn't used public transport
in the year before the survey - and dangerous driving in the
district.
Statistics New Zealand reveals in the five years to June 2004,
9000 migrants and 5100 babies arrived in the district. By 2021,
the population of Rodney will have increased by an estimated
17,700 households and 39,000 people.
Accelerator Online Trading
Small businesses can join a pilot to increase their
ability to trade online. The government is part funding
the Accelerator Project, with $800,000 to encourage more
businesses to use e-commerce to access global markets,
running till October.. To enrol in Launchpad, businesses
need to provide information about themselves and their
experience in e-commerce and exporting
Saving time in the
mire of red tape
Biz.org is a taxpayer-funded
one stop shop which aims to help startups and small and
medium sized enterprises and cut through red tape and
access information. This free service is the site of a
government focus on the two big questions businesses have
about compliance - 'What do I have to do? and
how do I do it?' It offeres online
transaction facilities for transactions and forms offered
by various governemnt departments eg registering for GST,
or asking ACC to review levies and claims, and these
online facilities will continue to grow.
